Landon Little is the founder and CEO of Zentarai Labs, an American technology company building AI infrastructure for government and the private sector. He is building the work primarily in the Philippines, where NovaGovAI helps local government units modernize urban planning and citizen services.
I founded Zentarai Labs (Zentarai Labs LLC, incorporated in Florida) to build AI infrastructure for institutions. The company operates from the Philippines, and the products all share one thesis: most of the systems that govern everyday life — permits, zoning, planning, public services — are slow and opaque not because the work is impossible, but because no one has given the people running them AI-native tools. That's the gap I'm building into.
The idea for NovaGovAI started with a motorcycle crash in Cebu — riding toward Moalboal at night, no street lights, no signage for a sharp turn. The lesson was simple and personal: infrastructure and planning failures hurt real people, and most of them are predictable. AI should catch those failures before they cause harm, not just document them afterward.
The Philippines is where that need is sharpest and where I can build closest to the users. Local government units carry enormous responsibility — land use, zoning, disaster response, citizen services — often with thin tooling. NovaGovAI is an AI operating system for those LGUs: an AI-native layer over urban-planning data, zoning, and citizen input, aligned with RA 7160 and national land-use policy.

Zentarai Labs is early-stage and pre-pilot. Nothing here claims a deployment that hasn't happened — the products are built and demonstrated on modeled data, and the current work is hardening the platform and preparing the first pilots. I'd rather state that plainly than inflate it.
